What exactly is your question?
CMSimple is PHP based CMS that uses HTM and TXT files (with some plugins) as the dbase. As far as my experience reaches, this is the simplest CMS I ever tested. Simpler is only the manual distribution of posters and envelopes with brochures :-).

It's no shame to ask for an answer if all efforts failed.
But it's awful to ask without any effort to find the answer yourself.
