Privacy with lockked screen

I have played a little with the privacy plugin. It was, that a visitor might browse the webpage even without any confirmation.
No big changes were made. Basically only some containers and selectors in index.php and adjusted the stylesheet.
Now, the screen is covered bz a transparent layer, so until a visitor won't confirm his acceptance of cookies, he won't access other than the welcome page.
I would try to make it configurable:
Confirmation with hidden/visible checkbox and it's label with/without assumed "checked" on submit. Tried with metaconfig with no result.
