Switch off user registration with 'Register'?

Hi all
I want to switch off user registration with the 'Register' plugin, can it be done?
I need admin to register users on the site and disallow 'self registration'.
I know that's what 'Memberspages' does, but it does not allow for registered users to find or change their password.
Any help would be appreciated,
