CMSimple_XH READMEs

Hello Community,

since XH 1.5.4 we have split the readme.(php/txt) to README.txt and LIESMICH.txt. IMO it might be a good idea to add other READMEs as well, e.g. LISEZMOI.txt etc. As these files names should be readable on any system, it might be best to stick with ANSI characters only. If that doesn't make sense for your language, the file can be named README_FR.txt as well.

The content of the file should be a translation of README.txt, but additionally can include any language specific information, such as download links for the language packs, and links to other CMSimple(_XH) resources available for the respective language. The content of the file should be UTF-8 encoded (in this case a BOM might make sense).
