Can page URL be different from the heading text?

I am making my page in both Russian and English, and page URLs for the Russian version are transliterated heading text, as usual. However, I'd like corresponding pages in Russian and English to have similar URLs. Is this possible?

Two possibilities:
1) see http://www.cmsimple.com/?Installer%27s_ ... he_heading
2) you can say:
<h1 style="display:none;">My Heading</h1><h4>My heading to be shown</h4>..................
